free rider

free rider
A person who takes advantage of a public good , or other collectively funded benefit, while avoiding any personal cost, or evading personal contributions to collective funding. Fare-dodging on the railway is (literally) free riding; as is, for example, benefiting from a wage-increase that results from strike action in which one took no part. See also collective action.
